Sysfan1 not powering any case fans

Any fan that I plug into sysfan1 will not start up.

I had a problem with my power supply getting shorted out or something and it wasn't turning on at all but eventually after letting it just sit for a night it worked, except for the fans pluged into sysfan1.

At first I thought it was the psu so I tried a different psu but it still didn't work. Then i tried this crappy old psu and the fans started right up. But, I don't want to use it because its old and crappy

So then I checked if its actually a problem with the fans.
I tried using only one fan, (before I had two connected with a Y splitter) still didn't work. I tried with completely different fans, still didn't work.

I tried changing fan speed settings in my bios. No results.

I've tried many things with no success. I can't use that old crappy psu.

Also...
The cpufan port does work.
Fans do work when plugged directly into the psu.

Motherboard: Gigabyte Z97N-WIFi (mini-itx)

This problem is not uncommon... If the board flexes during shipping, traces can break and sever a connection to a fan header. Traces are those little wire looking things running under the top cover of the board. There may be some on the back as well.

As it would take hours to follow the way each trace sends power to each component and to figure out the path that electricity takes to get to the fan header, I would simply recommend to RMA the board.

This cannot be the problem because the fans still worked with an old psu that I have, meaning that there couldn't be a cut off trace or anything, but of course I don't want to use that old psu. Also my motherboard is about a year old and has worked for a year so I don't think that anything could have broke during shipping.
