Best cpu cooler?

I have a FX-8350 and its stock cooler is like a jet engine. I wanted to replace it with a swiftech water cooler but I'm not sure if any cooler is really worth $150 (I know it's top tier for an aio but I just don't feel like spending that much for a cooler.) I wanted to know what's the best cheap aio liquid cooler or low profile air cooler. My main focus is sound but I obviously don't want it to get too hot so something that keeps it under 70c at all times hopefully. So what's the best aio or low profile air coolers on the market rn that's a reasonable price?

Do you want your fx 8350 air or water cooled? If air than the hyper 212 evo can keep your cpu down in temps(and at 25 freakin bucks!) if your going to water cool i'd suggest the h60 since its radiator can fit in literally any case out there...hope this helps oh and the h60 is around 60-80 bucks from what i know...

I was thinking more around 50-60 and under. Between Cryorig, phantek, and raijintek which one do you think is the best? (Unless you have any other suggestions)
 
Low medium are non-standard definitions. This is really simple.

1. Go to your case manufacturers web site. Look up the max cooler height. Or, since you have the case, take out a tape measure or ruler and measure it.

2. Pick a cooler that is shorter .. again, this info is listed on the manufacturer's web site....or come back here state the size that will fit and we'll find ya one.
 
Just a nod to watercooling, if you can fit it in your case, it's an investment if it's a decent setup. I have a custom loop, and it's way over budget for what you're talking about, but it's also stayed with the case my last three builds. New motherboards, new CPUs, RAM. If you get one of the AIO open coolers, I think the swiftech is one of them, when you upgrade your motherboard processor, you just get a new CPU block, and for like 50 - 60$ you've got your next decent water loop. I know the EK (also over your proposed budget) you can add a GPU cooler to that setup and change all kinds of stuff around once you have the basic setup.

For the medium to low range, go air, for best temps, go BIG air. For lowest noise, BIG air. If you need to impress Snoop Dog, the 150 - 200$ or so water AIOs. The inbetweens and the small stuff, not worth the price/performance water wise over air, the small air, now you're filling a niche. 8350 is a hot processor, my recommendation would be seeing if you can get your hands on one of them new AMD Wraith coolers.

I have the corsair carbide spec 02. The website says I have 157 mm of clearance

Solution
I was going to suggest the Mugen Max as it's cheaper and outperforms perennial favorites like the Cryorig R1, Noctua NH-D15 and Phanteks PH-TC14PE. And that's just with a single fan, all the others use 2. But, the Max is 4mm too tall for your case at 161mm , in that case the H7, as others have said, will be ya best bet

I think that's what I'm gonna go with but how loud is it? I heard it's okay on idle but I've heard mixed reviews on its volume at full load

Thanks fam, btw is it possible to replace the fans on the H7 if I didn't like them? Like with some quieter high static fans on both sides
