1070 has 50-60% GPU Usage in game then 99% in menu's

Testing the card in the witcher 3 and im getting 60 fps on low, or ultra, no change, cpu usage in the 90's, but gpu usage is very low, but if i pause the game, then the gpu hits 99%.
Any ideas?

no its not, performance doesn't increase if i lower the settings either in battlefield 1 and rise of the tomb raider, plus videos i've seen of similar systems, or even ones with worse GPU's are getting better FPS than me in the same games.
Something is wrong with my system i just can work out what, my GPU's memory clock isn't changing at all, stays at 2kMHz, plus its usage in all games never goes about 70%

to solve any more of this, my fps sometimes reaches 61 or 62, i've not limited my fps in anyway, waht i mean by my op, my fps does not change no matter what graphics setting i use

600W PSU, Temps are fine, neither go above 60C ran unigine valley, got a score of 4063, GPU usage during that never goes above 80%, CPU never above 40'%

Thinking of doing a reset removing all programs and seeing if that helps anything
 
You need to run a benchmark you can compare to other cards like 3DMark Firestrike, It's a modern benchmark that *should* peg the graphics card in the high 90s throughout. Plus you can compare to other people's runs with 1070s. So if you still get low utilisation, and your scores suffer, then you can be sure you really do have a system wide issue, not something weird going on with a couple of games (which absolutely does happen).

What's the PSU make and model?

had good 100% utilisation throughout
my PSU is a corsair cx600

im even more confused now as to whats causing me to have such low usage in games
 
I hear you saying adamantly that there's no Vsync going on at all here, but the issue for me is that your symptoms pretty much match VSync... assuming you're running a 60hz monitor... which you haven't yet confirmed. Especially beacuse, as you say, FPS doesn't go up when you lower the settings.

When you say it's "60" FPS, are you talking locked at 60fps pretty much consistently, or are you saying it's bouncing around somewhere in the vicinity of 60fps?

Can you run the Tomb Raider Benchmark (if it's Rise of the Tomb Raider there's a built in benchmark). What's your max, min and average?

Also, just to confirm, are you running 1080P @ 60hz monitor?

1080p 144hz, bouncing around 60 fps i do not have vsync active on control panel or any games
RotTR benchmark game me min fps 21.27 average is 99.69 max is 187.85
only thing i can think of now is to reset windows 10 removing all programs, start from scratch

OK, so that RotTR benchmark seems about right, assuming the 22fps low was an outlier and it sits around the average more consistently? Does it hover around 100 most of the time? What was your GPU & CPU usage through that benchmark?

While the 1070 could punch above 100fps, you are going to start hitting a CPU bottleneck at some point.

If you bump up the settings for that game does the benchmark respond as you'd expect?

As I say, that seems about what I'd expect, so I'm not sure whatever issue you're hitting is carrying over into that game.

Hey, i have a gtx 1080 and this is the exact same problem i am facing, i dont need to tell what the problem is because it is exactly the same thing and even i am looking for some solutions.

That is very weird, I am experiencing the exact opposite which is what I believe is supposed to occur. While playing The Witcher 3 my GPU usage is between 70 and 80% while my CPU usage is very low, around 20 - 30% (Core i7-3770K stock clocks).

bumping up the settings give me very similar results, same in witcher 3 and battlefield 1, bumping up settings give no decrease in fps, but so does lowering the settings, similar fps no matter what settings
