Question about static electricity

I'm a bit of a noob building computers but now I should change my motherboard + cpu + ram, so I was just wondering can the static electricity level of the case change on some point? If I take the case out of the wires and stuff can the static level of the case change during the installation?
 
Solution

Keep the PSU's power cord plugged into the wall socket and PSU, but keep the PSU's switch OFF. In a properly wired residential electrical system, that will provide a case ground to earth. Occasionally touching the metal PC case before working on the m/b will assure you discharge any ESD.

If you're using an extension cord, be sure it is a 3-wire (3-prong) cable.

So PSU plugged in the wall or in the motherboard? Would it work that I plug it straight to wall without extension cord and just turn the power off from back of the pc?
