Yeah, those look compatible. I'm surprised at the 212 evo being out of stock at your retailer, and it looks like the slightly older alternative the 212 plus has the same problem. The Fractal Design Define S has room for a 180mm cpu cooler, so you could get a Noctua NH-D14 or NH-D15. Those appear to be in stock for you. I'm not sure how well they fit into your budget, though, since you specified it in dollars and Newegg India lists prices in rupees.

For the CPU cooler you can go with the extremely popular Cooler Master Hyper 212 EVO. It provides good performance and reasonable noise at a very good price.

If you build a new computer nowadays, get a skylake CPU already. I mean, why not? The cost is the same but it's a newer processor.

I don't know how this Gaming PC will end up costing under 1000$ though. If you want a GTX 1080 in a system under 1000$, the CPU will pretty much have to be a Pentium G3258 or something such. And even then, you can get an i3-6100 with a lower-cost H110 chipset motherboard for the same price as an overclockable G3258. A gaming PC nowadays also requires an SSD. You will seriously regret not getting one if you end up not getting one.

So this is my suggestion:

CPU: Intel Core i3-6100 (budget 120$) or i5-6600K for the best gaming performance
GPU: You could wait for AMD to release its new GPUs to the market. They are excellent budget GPUs. Otherwise, for the 1000$ budget I suggest a GTX 970.
PSU: I suggest the Corsair HX750i, but the one you selected should be fine too.
Cpu Cooler: Cooler Master Hyper 212 EVO
SSD: Samsung 850 EVO 250GB
HDD: Seagate 7200.14 1TB HDD (WD blue is fine as well though)
RAM: Crucial Ballistix Sport LT 2x4 or 2x8 GB @ 2400MHz
Motherboard: ASROCK Z170 PRO4

You could also go with an M.2 SSD in the M.2 slot of that mobo, which is even faster.
Of course the SSD should be your bootdrive, where you install the OS.

EDIT: If you want to go for a hardcore overclock, you can opt for a liquid cooler such as the Corsair H-series or NZXT Kraken series.

Hi so to be honest, you probably dont want to go for a cpu cooler if you are going for a budget build but the best one on the cheap is the Cooler master 212 evo. However a boot drive ssd is the same cost practically and will improve the performance of your system drastically over the enhanced cpu cooler(you dont need overclocking on the cpu.) Also be prepared to wait on that 1080, they are not in stock and havent been for months. I honestly settled for a 1080 founders edition because i finally found one in stock by me.

AS FOR THE MOTHERBOARD, check this one out http://www.microcenter.com/product/446594/Z97_PRO4_LGA_1150_ATX_Intel_Motherboard

It fits your needs, its easy to overclock with and its fairly cheap. Additionally i would highly suggest ordering from microcenter.com http://www.microcenter.com/site/brands/intel-processor-bundles.aspx
They give you a discount on both the motherboard and the cpu when you buy together, and rebates on both too are offered i believe.

Honestly its the cheapest way to get a cpu and mobo together from what i can find.

@rehmatpanag The cpu you chose is not compatible with that ram. Haswell only supports DDR3 ram. Like the others said, if you're building a new pc anyway, you might as well get a latest-generation cpu (namely Skylake), which will support DDR4.
