How to make Logitech c920 USB webcam accessible via an IP, over a LAN?

I have googled a lot but cannot see a solution for windows 7-64. There are various unix utilities for raspberry etc.

The webcam does h264, supposedly. Supposedly this should make it accessible with VLC. But that doesn't mean it is accessible via VLC over an IP.

Is there some utility which will talk to the webcam, and generate a video stream which appears at some IP?

Years ago I did this with an ethernet-interface AXIS camera. Very expensive, poor quality. It had a web server so you could just go to http://192.168.1.65 (or whatever it got via DHCP) and you got a player displayed in the browser, and you clicked on the Play button.

I would appreciate any tips... this has to be a really common question.

A quick google search brought this up

What you're looking for is an IP camera.
So if this software isn't what you need, just try searching for "Webcam as IP camera" something like that.

Yawcam works - many thanks.

The config is a bit confusing, and there is a big drop in quality, even on the local PC. But it works well enough for what I need.

The only issue I see is that the IP cannot be changed. It just uses the IP of the computer the camera is attached to. That's OK.
