GPU giving BSOD after forced shutdown

Hello! I think I just killed my GPU but I'm not absolutely certain. I'm hoping maybe you guys could help me determine if this is more of a software issue then dead hardware. Firstly the shutdown is because I keep putting my fan speeds too low while gaming, causing it to overheat and forcibly shutdown.

The only thing I've tried so far is reinstalling the display drivers from safe mode to no avail. Once installation is done and I restart I'm able to reach the welcome screen. However the screen flickers and shows faint, black scattered lines, then it continues to desktop where it flickers more, is darkened, unresponsive and has missing icons/graphics. This is shortly followed by a BSOD.

Is the graphics card dead? Or could this possibly be something else? Here's the report from BlueScreen viewer. If there's anymore information I can provide let me know.

Solution
the error means the graphics hardware failed to respond after a timeout (i think it is 2 seconds by default)
the system tried to get the system to reset the hardware and that also failed to respond.

this could be a failed GPU but you should check for other common causes of this same problem.

I would go into BIOS and reset it to defaults and try to boot again. (removes any bios overclock, rescans hardware and assigns interrupts)
I would also remove any overclocking software.

you might pull your graphics card and look for any charred connectors on the card PCI/e bus and on the supplemental power connectors.
if you find a problem you sometimes can just clean them with a pink pencil eraser and they start working fine again.
