Internet connection only works in safe mode

So this started today, suddenly I couldn't connect to the Internet from my computer. Strangely I can't even connect to my modem/router even though it says I'm actually connected.

Things I know:
I can connect to the router and Internet wirelessly from my phone.
From the netgear genie app on my phone I can actually SEE my computers IP address connected to the network.
I can connect to both the modem and the Internet on my PC when I'm in safe mode.
There was an automatic Windows update today.
No browser or app will connect even though at times it will say it is connected within the network and sharing center. (This includes carbonite backup and steam)
I can't connect to the modem through the genie app or through the IP address in normal mode.
The issue is the same whether I'm hard wired or connected with wifi.
No idea what caused it but while working on this I had a BSOD.

Things I've tried:
Release, renew, flushdns (renew just times out) yet with ipconfig /all it appears to show the network without issue.
I've rebooted both pc and modem several times.
Disabled/re-enabled adapters.
I tried a system restore to right before the Windows update but it failed for some unknown reason. Said something like it couldn't access a file.
I'm running a full virus scan right now that will take probably forever. Already been 25 minutes.
Tried an alternate login profile as well in case some service was causing it.
Uninstalled netgear genie and reinstalled it.

Haven't tried but might:
Haven't attempted another sys restore farther back, will do that after scan ends.
Haven't uninstalled the Realtek PCIe GBE family controller driver. Somewhat concerned about doing that while it can't look for a new driver online though it probably wouldn't need to. Also don't think it could be this since it doesn't work with wifi either.
Haven't factory reset my modem (don't know how it could be a modem issue) and really don't want to.

At this point other than these things I can't think of anything else to try. Any help would be greatly appreciated!!
