Computer Stays Powered on After Shutdown or Sleep

Sorry for the lengthy post but I want to be thorough in describing the issue.
I actually have two issues, and I'm not sure if they're related so I'm going to describe both.

Problem 1
The main issue is this: at some point in the last few months my computer has ceased to fully power off on its own. If i tell it to go to sleep or shut down, it will go through the motions, but the fans will stay on (all of them; the GPU fans, CPU fans, and case fans), the fan lights will stay on, and the disc drive will still open and close, but the monitor will turn off and the computer can't be woken back up. Additionally, holding down the power button on the tower when it gets stuck in limbo like this will also not turn it off, and I am forced to use the power switch on the power supply to actually turn the computer off. I am not sure what caused this, it worked fine for 2 years and then one day it just started not turning off properly.

Problem 2
The other issue that I thought might be related: more recently, like in the last month, sometimes, after I turn the computer off for the night (via the PSU power switch), when I go to turn the computer on the next day it won't turn on. I'll press the power button and it will briefly turn on, which i can see by the fan lights turning on, but then it will only last a maximum of about 1 second before it just shuts down. Every time it happens I have to flip the PSU power switch off and on again, and I only get one attempt per flip. So far if I flip it off and on, then let it sit for a while it will turn on and stay on, but there is no consistency in when it refuses to turn on or how ling I have to let it sit. I suspect it's possibly something to do with the fact I've had to use the PSU switch to turn the computer off for months but I'm not sure.


I've gone through and reseated everything, checked all the cables, and done whatever I could think of short of switching out parts, because I don't know what part to switch out and I don't have the money to buy multiple parts and check each one, and I'm hesitant to take it somewhere because it's a custom build. I lived with the 'turning off' issue, but the 'turning on' one is more recent and finally annoyed me enough to seek outside opinions. I am open to any suggestions, and if the probable problem part is much more obvious to everyone than to me then I'll at least have narrowed down the parts I'll have to buy and test.

It sounds like a PSU issue, at least judging from your "2nd problem" exclusively. If you have a friend or a spare psu lying around, I would try that first. Is that an option?
