i7 6700k Speed always High

Hello, I've just bought an Intel i7-6700k @ 4.00GHz for my new rig.
I've noticed in the Task Manager that the speed clock of the CPU rarely changes, despite the Utilization % that is using.
It's always @ 3.96GHz.

I've already changed the Power settings to balanced, tried to change settings in the bios, nothing changed.

Specs:
i7-6700k
Z170 ASUS Progaming
290 Sapphire Tri-X OC
8GB Kingston 2600MHz
SSD Samsung 950 NVMe M.2
Cryorig R1 Ultimate.

Can you start resource monitor and look at the CPU utilization graph while watching the frequency? (type resmon.exe into the Start Menu search box and press enter or open the Task Manager. Then go to the Performance tab and click on the Resource Monitor button.) Is the cpu utilization < 5% and the frequency is till high ?

Which windows, I'll assume win10, google to get the same in Win7 - it's there.

Once you are in advanced power options, look for the "processor power management" tab. Open it Verify the max is 100% and the min is something like 5%

Then visit control panel ---> device...
reload chipset drivers that came with MB. That'll make sure you are runnign the right power management software.

download and run HWMONITOR from cpuid (makers of cpuz). That will record low and high freq and give graph. Verify the frequency is high.

reset BIOS to defaults, SAVE. That will get rid of any overclocking the MB is doing for you where they might have suppressed lower power idle states (C states) .
 


It was hard to tell from your post that you had reloaded the chipset drivers after swapping cpus. You liekly also made sure the BIOS on your MB was current.

Did HW monitor confirm the frequency is always high ?

Did resetting the BIOS change anything?

If YES, and NO then the next step is using the advanced setting in windows power mgt to change the upper and lower bounds on the processor frequency to see if the CPU changes at all.

I also changed Motherboard, it's all fresh new. Sorry for not being specific about that.
In HW monitor the CPU shows high frequencies aswell. Sometimes it lows to 800Mhz for a brief second, then it goes up again.
I've already updated BIOS.

Then visit control panel ---> device manager. In device manager open system devices and see if anthing looks strange with the the entries headed ACPI. If Windows is set up right, and you did reset the BIOS to defaults and save (so that the BIOS is not overriding windows power policy) then I'm out of ideas. If it were me, and you hit this point I'd send a note to ASUS support asking how to get power management working on your MB.

Followed all your steps and it's all correct. Nothing weird on the ACPI settings. I did go to the BIOS, resetted it, and then messed with some settings on the AI Tweaker. It seems that now the CPU Speed changes a lot now, at last. Thanks for your time!
