Weird CPU and/or Motherboard problem when trying to POST new pc build

Hello, I am new to pc building so forgive me for lack of technical knowledge.I think the issue is CPU or motherboard related here is what happens when I try to POST. I connected a new psu to a used mobo (previous owner pulled it from a working system and updated bios), and used CPU (previous owner likely overclocked the CPU). When I turn it on, the motherboard starts and then restarts once after a few seconds. The Dr.Debug gives a 00 code (no matter if RAM is inserted or not, which makes me think its a mobo issue?) which tells me to check the cpu and then reset the CMOS. I checked the cpu socket and cpu, pins are fine and there's no visible damage, the stock cooler is snug and an appropriate amount of thermal compound was used. I did reset the CMOS too but that did not help. After reading other threads, I found that it is common for a mobo to restart once if the CPU is overclocked so my suspicion is that the CPU is not at default settings and that is causing the problem. Or maybe the motherboard isn't working properly since it shows the same "00" debug code even without ram inserted (not sure what would be the priority there). When I first plugged everything into the mobo, including a gpu, ram, multiple fans, front panel connectors, display etc all the lights go on, and all the fans spin, mobo led showed the 00 code and the display didnt get a signal from the system. Sorry for wall of text, I tried to include as much information as possible. I'm a bit lost and would appreciate any insight and advice on this issue.

Solution
Then what you can try (although I'm not sure that it will fix the issue), is ordering a BIOS chip for the board on ebay and replacing the original one.

I just noticed that this mobo has a backup BIOS B, I just tried to POST with it but it didn't make a difference. I can't see why both BIOS chips would be broken. Do you still think I should try replacing one of the chips?

So looks like both chips were indeed fried by the previous owner when he attempted to flash the bios. With the replacement chip I am now able to get into the bios screen! So you were right, alexoiu, thanks for the help!
