My PC turns itself off and on, not a psu issue

Hey guys -

So I have a gaming rig I built a few years ago. Having issues with it turning itself off and on repeatedly. Replaced the psu thinking that was the issue, to no avail. My graphics card fan also runs at max speed and no video signal is outputted to my monitor. Is my processor overheating/gone bad, or am I looking at a motherboard problem?

Any input is appreciated, thanks guys.

Hardware:
Corsair 850w psu
Gigabyte ga-z87x-Oc force mobo
Intel i5-4670k
Pny 16gb ram
Msi nvidia gtx 760

Hello... as a "Simple Test" Set your BIO's for the CPU/IGT only, save&exit... Power Switch PS... remove the Video card, then connect and set your monitor to the MB video output... Re-boot to your BIO's and post a IMG of your "health" screen... CPU, system temps, and FAN speed for me? B /

1) The GPU fan speed is NOT normal... and we can investigate that later with GPU-Z https://www.techpowerup.com/downloads/2627/techpowerup-gpu-z-v0-8-7

2) if you boot to the OS... does the system "Have issues with it turning itself off and on repeatedly?" using the CPU/IGT only.

Interesting - I reset the CMOS because I realized I hadn't done it yet. Computer stays on now, but won't move past debug code A6, which the owners manual says is detecting and installing SCSI devices. Any idea why it's stuck here?

Update: got a successful boot without the graphics card. Disabled integrated graphics and tried again with the graphics card, still spinning abnormally fast with no video output. Gonna see if I just need a new graphics card but maybe you guys know something I don't.

Turns out it was my graphics card. Bought a new 970 and it works flawlessly, no issues to report. Thanks for your response ironsounds! Much appreciated.
