FPS is low on any resolution (CSGO)

Hi.

I've been working alot to improve my fps from 40-60. After overclocking, cleaning up the computer and getting all "the right" launch options and autoexec, I'm still only at 80-90, with regular drops down to 60fps. All graphics settings are on low, and multirendering is on. My last try was to down the resolution to 640x480, but the fps still remains the same as when I play on 1280x1024.

Shouldn't a low resolution like that improve fps significantly? Or could there be som other bottleneck on my computer that I don't know about?

Could it be the processor?

My old and ♥♥♥♥♥♥ spec:

Intel Core 2 Quad Q6600 2,4GHz
4GB RAM
NVIDIA Geforce GTX 760
ASUS P5N-D Motherboard
♥♥♥♥♥♥ SATA HD

I am aware my system is outdated, but I think I should be able to get a steady 100fps+ on csgo with everything on low. At least on low resolution. If I am wrong, please enlighten me.

PS:

I use two RAM sticks of 2GB of two different types. I had 8GB earlier (two of each type), but they malfunctioned (used memtest).

Could it matter which slot the RAM sticks are in, since they are of a different type? Atm. they are in slot #3 and #4, I guess they are paired slots. Should I change one of them to slot #1 or #2?

Solution
Simple test. Play on high settings check FPS, turn settings to low, check FPS. Try to get about the same action on the screen both times.
If their not any change then the processor if their a big change then the video card.
