PC suddenly became extremely laggy after I fixed it

So, I Recently just got my computer working after it was unable to turn on properly by taking out the CPU and the putting it back in, but now my PC is EXTREMELY laggy. Loading anything takes a while and videos constantly skip. It's even worse when trying to load games since I can't get above 20fps in games I used to get about 180fps on.

Rainmeter says that my CPU is constantly 90+ while Task Manager says that it's only using about 15%, I don't know which one is correct, but it seems like Rainmeter is probably more accurate since this seems like a problem to do with the CPU.

My computer's specs are:

  • Gigabyte H97-Gaming 3 Motherboard
    Intel Core i5-4690 CPU 3.50GHz 4 cores
    NVIDIA GeForce GTX 750 Ti
    4GB of DDR3 RAM
I would really like some help with this issue since it's making my computer almost unbearable to use.

Well, there is your problem. The cpu is throttling due to the temperatures being too high. You need to apply new thermal paste after removing the cpu cooler.

hello, im sorry that you are having problems with your CPU.

make sure your graphics card, ram, hard drive or any-other hardware is installed properly.

first make sure all of the cables are properly plugged into your motherboard.
next take out the processor and examine the pins on the motherboard to make sure none of them are bent. place the CPU back in making sure it is placed in properly and you have the proper amount of thermal paste applied.
then reinstall any form of heat-sync of cooling element you have.

if this does not resolve your problem check the temperatures to make sure there is no over heating.

What procedure did you use for installing your cooler.

You should have cleaned off ALL the old thermal paste (use a tissue with rubbing alcohol). Then put a small grain of rice size amount in the middle of the CPU, install the cooler, HOLD it in place and secure it.

That should cure your temperature issue.

Do not take your processor out again as mentioned above.

I didn't clean out the new thermal paste because I have no idea what that even is, but the temp on the CPU is around the 100 degree Celsius mark

Thank you very much, I will buy some thermal paste when I can and get back to you with the results.
 
Check on YouTube for some videos on the application of thermal paste. There are several different methods, but the main thing is to clean off the old paste from the cpu and cpu cooler, and then to apply the proper amount and it will spread out to cover the cpu with a thin layer once the cooler is installed and clamped down.

Okay, so i have applied new thermal paste, but my CPU is still reaching temperatures of 100 degrees Celsius, [strike]but apparently it's usage is normal[/strike] fluctuates from normal to really high. Games are still laggy though so I have no idea what's going on.
 
Use alcohol tk clean it off with lint free cloth. Make sure when held up to light there is none left. Then, put rice grain sized amount in centre of proc and place heatsink down. I've done this countless times without issue, just take time. 100c is not normal and implies cooling issue.

Games are laggy because your CPU is thermally throttling.

If you completely cleaned off the thermal paste from both the cpu and the cooler, and then installed just about a grain of rice amount, put the cooler on and held it there while you locked it down, then its installed properly.

Does the fan work? Do you have case fans?
