Is AMD RX 460 good?

Will RX 460 be a good upgrade for my old GT 730 GDDR5? I hope it'll run next-gen games like ROTTR and upcoming games easily on 720p with good FPS.

Yes. 720p is fine for me. RX 460 is my only choice.

You can game on a 460 and run most titles (even hard to run ones) at least low 720p 30 fps. So it's usable for gaming but not great. If you ever get some extra cash, go for a gtx 1060 or an amd rx 480(if the rest of your system is on par with it)there great vaules (the 1060 isn't out yet so I can't say for shure, but I have a rx 480 and it works great) also, it should be a bit better than a 730 but not way better, the 460 is an old card.

You are thinking of Geforce GTX460 from 5 year back:) OP is asking about new Radeon RX460 that is coming out late this month.

as far as i have heard the 460 is faster than the 950 by a little meaning a great 720p card
