Upgrading PC on budget, need opinions

Hi everyone!

My good old rig will soon retire after 8 years of faithfull service. It's specs are as follows:

Motherboard: ASUS P5Q Pro
CPU: Intel Core 2 Duo E8500
Memory: 6GB Kingston HyperX DDR2 1066 MHz
VGA: Sapphire HD5770 1GB
PSU: HKC 400W
HDD: 320GB Seagate SATA II
SSD: 128GB Samsung 840 EVO

and what I'm planning(for 1080p 60fps):

Motherboard: MSI Z170A Pro
CPU: Intel Skylake i5 6600
Memory: 2x8GB Kingston HyperX Savage 2400Mhz CL12
VGA: GTX 1070 probably Gigabyte
PSU: XFX TS Series 550W Gold
HDD: 1TB WD Blue 7200rpm 64MB SATA3
SSD: Salvage from old rig
Case: Deepcool Kendomen(Silver)

I still can't decide between Z170 or H170 chipset.
I don't want to overclock so the H170 chipset would be ideal but my IT friend told me the 2400Mhz with CL 12 is faster than the 2133Mhz with CL13 and the 2400Mhz are more stable. Is it true?

This is true, no sense in paying more for features you don't need/want. The 2400MHz RAM at CL12 is indeed faster than the 2133MHz stuff at CL13. As for stability, you can't really assess that based solely off of speed and latency. Honestly though, 2133MHz is enough even at CL14, so if you can get a kit of RAM at that speed or 2400MHz CL15 for less money I'd do that instead. You won't notice the difference.
