New cpu and motherboard problems

I'm upgrading my cpu and motherboard I put everything together and hit the power button and the fans spin and the lights go on but nothing happens my keyboard doesn't light up the monitor doesn't light up and it turns of then on ever couple sec

You've given us basically nothing to work with. What hardware did you have before, and what hardware do you have now? What did you move over? What steps have you taken so far?
So, you replaced the motherboard and processor, and left everything else the same? Not posting could be for any number of reasons - I'd try disconnecting everything but the basics - use the onboard graphics, remove any hard drives or add-in cards, and try with one stick of RAM at a time, in different slots.
 
You can't reuse your old Windows installation. It's looking for the SATA drivers for your old motherboard, and even were it to boot, your copy of Windows will be deactivated because when you change motherboards, Microsoft recognizes it as a new PC. You're going to need to get a new copy of Windows.
