Installed Memory (Ram) 32.0GB (7.95 GB Usable)

I've checked through several other threads of this nature and tried the change to the max memory cap. I've also checked the slots one at a time with the ram cards (that took a few hours) and I've run through the steps here http://www.sevenforums.com/tutorials/66482-memory-set-maximum-amount-used-windows.html here http://www.zdnet.com/article/max-memory-limits-for-64-bit-windows-7/ and the main window's website for problems like this. I've reset the maximum size, I've cleared the maximum size. I've entered command prompt mode to manually set it to 24 gb (using the byte value x24 to get 257.......) I've swapped files between my C: and my F: drives to make sure there was space on my C drive. Is there a way to force windows to use a minimum amount of the ram because it keeps telling me I'm out of ram when I'm very clearly not.

Graphix card is AMD Radeon r9 200 series, apx memory 4095MB split between 2 screens (one 1440x900 the other 1600x900)
6 core pentium processor (AMD FX(tm)-6300

Windows 7 Professional with Service Pack 1 64 bit operating system.

Solution
Your other option is to get a single set of DRAM - that way it's guaranteed that all sticks will play. What's happening is common with AMD rigs and using 3-4 sticks, and even more common when mixing DRAM.

I don't know if I'm comfortable trying that solution after reading through some google results of what could happen if things are set wrong. I only have a basic understanding of how things work in there. http://www.overclock3d.net/news/memory/how_to_manually_set_up_your_ram_speed_timings_and_voltage/1 I read through the steps and I would like to wait for other ideas before I try going through with this and messing things up more.

I just found out that's overclocking. I don't have the power supply or cooling system to run overclocking at this time.

No it's not OCing, it's voltage adjustments, you have an AMD system with a 6300 CPU, which like most all AMD CPU has a weak MC (memory controller). AMD CPUs are more attuned to running with 2 sticks of DRAM and while stated with 32GB of DRAM you are running 4x8GB of DRAM.

I'll give the change of voltage a try. I just installed the other 2 sticks today to see if that fixed the problem, which used to be 16 gb with 7.95 usable, and now reads the stated above 32/7.95

I can't bring myself to change the voltage, too much can go wrong with it. I went into Best Buy and Fry's and was able to get a bit of free help with the hardware setups and all of the hardware is working fine. A solution that was suggested by them was to reinstall Windows 7, but I would rather avoid doing that if anyone has any other ideas I would be willing to try on a software level.

All the dram is the same, all four sticks are identical, but I'll try the single stick idea when I get more money. The other idea I was given involved buying a new hard drive, installing a clean copy of windows 7 pro on it and running it as C drive to see if it uses all the ram.
