Low i5 4460 GTX 970 performance, 5828 physics score, 8487 Firestrike score. My CPU is always at 100% when gaming.

I've noticed that my CPU is often sitting at 100% with all 4 cores maxed when gaming. My GPU is often only at 30-40%. Overwatch for example runs at 50-130 fps, usually around 60 or 70 with all settings on low. Crowded area's in WoW bring me down to 25 fps. Playing games like Assassins Creed Syndicate run with only 40 ish fps. I have a 144hz moniter that I want to make use of, so these results aren't cutting it.

I'm almost certain that my CPU is the issue, as it's always maxed out. I took a firestrike test with 3Dmark, and got these results:

Graphics Score: 11,263
Physics Score: 5,828
Combined Score: 3,923
Firestrike Score: 8,487

This is with nothing else running in the background. I noticed that others with the same setup are achieving scores well into the 9 thousand-10 thousand range. What is the issue here? Is it truly my CPU? I'd really appreciate some help.

Samsung 850 evo SSD
1TB HDD
Acer XB240H 144hz monitor
EVGA 600w bronze psu.

Solution
First thing I would do is lower shadows to low, and disable SSAO. That should help, in the populated areas. Check your CPU temps, to make sure you are not overheating.
