Good gaming computer drops fps once the game starts

Hi, I'm posting here to request some help trying to resolve the frustrating issue that I've been having with my gaming computer for some time now. I purchased a Avatar FX 8377OC gaming computer back in 2014, and have been using it since. Aside from the loud fans, the computer runs well however I've been experiencing lag. Normally when I play League of Legends, I get 300+ fps right when the game starts, but the frams drop to 30-60 after around a minute. The frames fluctuate from 30-300 and the frams dropping isnt situational or coordinated with event happening in the game.
I've tested my computer temperatures, and while I was lagging the temperatures were still normal.

Motherboard: TMPIN0: 49C
TMPIN1: 65C
TMPIN2: 37C

Fans: FANPWM0:99% 99% 99%
FANPWM1: 0% 0% 0%
FANPWM2: 99% 99% 99%

CPU: 50C

HDD: 36C, 33C, 36C

SSD: 33C, 33C, 38C

GPU: 54%

I'm not sure what is causing the problem, and when I play games on another desktop: HP Compaq 8300 sff, the fps is stable. at around 150.

What could be causing my computer to go from 300+ frames all the way down to 30 frames and being inconsistant?
This issue is also occuring with other games as well.

Most of the AM3 motherboards have poor cooling capabilities and when paired with a 125w cpu, they auto down clock the cpus in order to prevent overheating. This is a built on safety feature. It cannot be undone nor would you want to try. The only real fix is to get a new motherboard.

The Gigabyte GA-970A-UD3P is the cheapest board I could recommend.

Could you explain to me what cpu throttle is and how I could fix the problem? I have considered replacing the motherboard after realizing it was old, but didn't go for it to avoid taking apart the computer. Which budget motherboard would you recommend?

I will consider buying a different motherboard however I'm still hesitant because it's not that the frames drop the don't come back up, they drop for a few seconds to a minute then comes back up for another few seconds to a minute.
