For some reason my CPU is under clocking itself to 0.80 GHz and I have no idea how to fix it. It's not being thermal throttled since it's not under load.
You mean when you're not using it, it's not running at high voltage and clockspeed, but rather clocks down to save energy, and then clocks up when you need it?

No I mean that my CPU is running at .80 GHz all the time, even under load. Also I have no idea why it selected you answer as the best answer.
Check that your Windows power profile isn't set to "power saver". Balanced is best.
Already tried this, it's not. Is there anyway to just manually go in and set my CPU speed? Because currently my BIOS says that the CPU speed is at 0.80 GHz
