Help! Low Frame Rate

Hi Tom's Hardware,

I'm not that computer savvy so I'm looking for methods to tell if my CPU/GPU is running appropriately. I have an i5-6600 and an NVIDIA GeForce 980ti graphics card that I'm worried aren't working to their fullest potential. After playing games like Overwatch, Dota 2, and HoN. I can't seem to pull more than 30 FPS. I don't believe it's a temperature issue as it never reaches more than 55 degrees Celsius according to the MSI afterburner program.

I've downloaded the Tech Power GPU-Z program to help me understand, but I have to admit that I don't really understand what I'm looking at or how my CPU/GPU compares to the standard. Is there a method to print out my system diagnosis so that someone can analyze it?

OS: Windows 10 Home Edition Version 10.0.10586 Build 10586
CPU: i5-6600 CPU @ 3.30GHz
GPU: GeForce 980ti
RAM: 16 GB DDR4

Could you enable CPU and GPU usage monitoring in MSI Afterburner and check what usage they are running?
Also - is your video cable from the computer to monitor/tv plugged into your motherboard or into your 980? It should be plugged into the 980 which is mounted horizontally beneath the motherboard. Otherwise it will not be using your 980ti as the render device, it will be using the integrated Intel graphics in your CPU which is much less powerful.
