Black screen at startup, no bios

Hi, first of all, this is my first post, I didn't know where else to go, I am new at building PCs, hope someone can help me. I have GA-78LMT-USB3 (rev. 6.0) mobo ( with updated BIOS), and I can't use my CPU AMD FX-4300 (fans are spinning, no beep at the start and no post). When I put another CPU (Athlon II x2 250) everything works, my system boots fine, I tried updating it to F1 BIOS version and F2, no results. Now the problem is, I can't test FX-4300 because I live in the middle of nowhere. Can I be sure my CPU is dead? Or somehow mobo still can't recognize it. When I type in cmd wmic bios get smbiosbiosversion it says BIOs version F1 and on mobo site it says it supports 4300 since F1 release. Sorry if my english is bad. Don't know it that matters, I have fx-4300 black edition with 8 MB cache.

I tried both DDR3 1337 Mhz and 1600 Mhz, didn't work, and I tried without it, still no beep at start.
 
You updated to F2, but cmd still says F1? Even so, DOA CPUs are pretty rare, but it does happen. You're correct that CPU should be working in your board and current BIOS according to Gigabyte site. Have you tried removing battery for a full CMOS CLR when installing FX 4300? All the pins on it look straight?

I tried both but I checked only for F1 to be sure, for F2 I didn't check but I think it doesn't matter. I tried removing the battery and all pins are good, since I am amateur with this, maybe I made mistake that caused my processor to die, for example, I tried to turn on PC with no paste and fan on CPU, well at least I will learn from my mistakes even though they cost me.
 
Turning on your PC w/ no paste and fan shouldn't really cause any damage. At most, after a few seconds it should shut itself down due to built in thermal protection. CPU's have had this capability for years. It is sounding though like you may indeed have a DOA CPU. We know the other parts work as your old CPU works/boots fine. The UEFI is already up to date, eliminating that possibility. If the CPU itself looks fine and undamaged, I'd be considering an RMA at this point. Tried moving the RAM to other slots?

I tried moving RAM but it didn't help, anyway, gonna buy fx-6300 or fx-4300 tomorrow and see if it will work, if it doesn't work it means CPU may not be dead, and if it works I will just return one cpu, thanks for help.
