Controlling bandwidth for home DSL (installing a software on each computer is possible)

Hey guys,
I've always had some issues with my connection, no alternatives there. My internet works fine, browsing is fine, streams fine. The problem lies in my online gaming (only DOTA these days :p). I sometimes run into issues when my brother and sister are browsing (not downloading stuff), it was fine a few weeks back I dunno what happened; I'd get a constant 500 ping when it's 130 when it's working fine.
Long story short, they know this and they'd install any bandwidth control software if necessary. My router is ISP-provided and isn't as sophisticated as linksys or netgear etc. so I can't control it from there. There IS this QoS option but I do not know how this operates; it's not like those from better routers and I don't think it'll help. Here's a screenshot:

I use NetBalancer on my gaming PC to track internet usage for softwares and DOTA doesn't even need much bandwidth. More or less around 20KB/s download and at most 5-10KB/s upload. I have a 4Mb connection (temporarily downgraded to 2Mb to troubleshoot this issue but it didn't help, SNR remained the same). Please let me know how I can reserve this few speed all to myself. Installing some software is not an issue since we're family and they don't really care.

I know exactly what you mean. I have the same problem. QoS will not really work as even low browsing can cause ping spikes in gaming.

The only solution is to implement "access restrictions" while you play. Have a specific time where you are able to play where the cannot access the internet. If that does not work then talk to your ISP.
