The issue:

Works when I put both sticks in A1 & B1. or use 1 stick in any slot. Otherwise Causes continuous restarts on system startup.

What I have done to troubleshoot:

- Took the motherboard out of the case and assembled on a non-conducting surface.
- Tried 2 different CPU heatsinks with quality thermal paste.
- Examined CPU pins on boards (no bent pins)
- Updated BIOS using USB (Asus z97 Pro gamer bios version: 2203)
- Reset CMOS
- Replaced CMOS batteries with new batteries
- Set ram timings
- Set XMP profile for RAM sticks
- Bought brand new PSU, RAM, Motherboard
- Tested on 3 different motherboards (Asus z97 Pro gamer / Asus z97-a / MSI Gaming 5)
- Tested on 2 different PSU (Corsair CX600M / EVGA 650W G2 )
- Tested on 3 different compatible rams ( CML16GX3M2A1600C10 / F3-12800CL10D-16GBXL / CMY16GX3M2A2400C11R)

Solution
Yes; the memory controller is on the CPU. You didn't have to perform that many tests; if it fails on 2 motherboards and 2 different memory kits, then the CPU is the issue.

Thanks guys, Ive requested an RMA. this will be the 2nd RMA in 1 year on the same model cpu.

the cpu is i7 4790K.

Man I really wish I'd bought a i5 instead. seems like the 4790k is not durable.
