Rig wont boot after thermal paste reapply

To make the long story short there is a cooler cpu mbo issue and i dont wanna tinker anymore before asking you guys for your opinion. Changed thermal and rig would not boot if i tight the cooler all the way in. It boots normally if the cooler isnt on, or if i thight it just a bit, but if i tight the screwes all the way, it wont boot. Any suggestions?

Right now its working with the screwes lets say half of the lenght in. Temps are surprisingly fine. Core - Idle 20, 40 to 55 under load, depending on the load; c6, cnq and one other thingy disabled in bios.

Cpu- fx 8350 not oced
Cooler - hyper evo 212
Mbo - gigabyte 990 fxa ud3

Yes, that's normal. That's just intel's Turbo working. Pretty much every CPU does it nowadays.
It sounds like a short. The Hyper 212 has a backplate with insulating material that prevents the metal from touching the motherboard. It's black and a bit squishy. Make sure you installed the backplate with the insulating material against the motherboard.

Yep i installed the evo backplate as per instruction. I couldnt install the evo without it. Its my 4th reapplying of thermal so far and this is the first time it shortened out. Everything was fine before. Theres alot of dust here so i like to dust off my case, fans, cooler etc every 6 months or so. Since its all cramped up between the case fan, cpu and ram, its easier to just take te cooler off and reapply paste. I must have screwed the isolation this time so it shorts itself out when i tight the bolts in. Eh ill try to live with this as long as i can since i love this cpu. Done alot of crap to it over the 3 years i have it and it never stopped working.

So far temps are ok. Mpnitoring it via hwmonitor, core temp and speed fan. The highest it goes is around 52 on socket, 50ish on cores when playing wow wod all on max. Core temp reported highest was 102 at some point but the other 2 havent shown that, so i dissmised it as a bug (hopefully).

The only thing that comes to mind is reinstalling the evo altogether, taking the backplate off too, and if that doesnt help, switching to my old mbo which i dont want to if i dont really have to.

p.s. wow wod is, imo, the most demanding game i have on this rig. At this point Im not inclined to test the temps with prime or intel burn test. Right now on idle, hw monitor, core temp and speed fan says the core is around 25, socket is around 40, which is fine i think. its not as before but it isnt too high

Eh running prime now small ffts, if the temp stays below 60 im good. Tho is it normall for freq to jump between 3.4 ghz and 4.0 ghz during the test? Forgot about that, its been a while since i oced this thing.
