Here's what I would suggest - I wouldn't get a Founder's Edition GPU because they're not that great but I will say grab a 1070 or 1080 when they come in stock because they leave pretty quickly. Also don't buy those EVGA Nex PSUs - they're not good:

A 850w power supply is way overkill for a single graphics card by the way. He can get P2 650w for less than G2 850w - http://pcpartpicker.com/product/6p8H99/evga-power-supply-220p20650x1 getting 10 years of warranty.

Yeah you could but I *ALWAYS* leave the option open for SLI. On that budget you should prepare for it, especially if a monitor upgrade is a future possibility. 4K definitely requires more than 1440P and 1080P do, and VR is a totally different beast as far as requirements go.
