i want to upgrade my gtx 960 to a gtx 1070 and i was wondering if i could run a 1070 with a Standard 600w 80 plus psu from Cyberpower?

As long as it has the PCIE power for the 1070 it has enough power on the 12V + rails to run a 1070.

Kind of depends on which GTX 1070. Some need only a single 8 pin PCIe connector, some need 2 8 pin connectors and some need a 6 in and an 8 pin connector. That PSU you linked has a questionable pedigree but it might work if it has the connectors.

The fact that you'd trust a $450 gpu on a $20 psu doesn't inspire a lot of confidence, but there's no reason it shouldn't work other than a cheap mobo that has problems with full power pcie x16
