help with usb 3.0 card and pci to pci-e adapter

I bought a usb 3.0 card (unpowered) for my computer which uses pci-e. my graphics card is blocking the only pci-e on my motherboard (motherboard model a68hm-k) If I bought a pci to pci-e for my computer, would it still run as a usb 3.0, or would it run as a 2.0? or would it simply not work?

Peak transfer rate of 133 megabytes per second for conventional PCI slot.

USB 3.0 can handle up to 640 megabytes per second.

The maximum conventional PCI transfer speed is much slower than USB 3.0. The USB 2.0 transfer rate is up to 60 megabytes per second.
