No Post No Beeps Replaced Mobo and Psu

My pc will not boot and does not provide beep codes through the speaker. The case lights turn on and all case fans spin, but the cpu fan does not. I've tested and confirmed that the ram, cpu fan, power supply, and graphics card all work properly by using other components. The motherboard is a brand new replacement that I received today. I had the exact same issue with my previous motherboard (which was confirmed to be broken). Is it possible that the cpu would cause the motherboard speaker to not beep even if all other components are working properly? Can a defective cpu that shows no signs of physical damage kill a new motherboard? Is it possible that the case or drives are the issue? Thanks for any help I'm very desperate to fix this issue.

Specs: Nvidia 970 gpu, i5-4590, cryorig h7, z97 fatality killer mobo, 2x4gb gskill ripjaws ram, nzxt source 210 case, xfx ts edition 650w power supply.

It is very rare for a CPU to dye (get it) anyway, try booting the computer with no ram and if it doesn't beep, try booting it with no ram and CPU and see if it beeps, if not, you probably have a dead motherboard or there is something shorting the board out.
