Interesting usb Problem

Ok so im currently fixing a computer for a friend and there is a very strange issue, After getting the USB ports to work in windows xp by booting into safemode, I discovered that the system will not detect any USB device I.E. keyboard,mouse, USB drive, Until windows has loaded. this even apply's to a USB expansion card.

Although i have noticed the USB ports are still receiving power the entire time I.E. my phone is charging during boot up and i have looked in the bios and the options concerning the USB ports like the USB controller and legacy support are all enabled and have reset the cmos and it still changes nothing.

The main reason this is an issue is because i cant install a new version of windows (windows 7)
because the USB is not detected.

The main specs are
:asus a8n-sli motherboard
:Amd athlon 64 3000+
:4gb ddr ram
:160gb samsung harddrive

yeah sometimes i would boot my own compaq pc back from 2006 with same specs as you and the usb devices would not be detected until windows has loaded. Just restart the computer and try again and maybe it'll work depending on your luck. Also the athlon 64 is too old - tell him to recycle it -it's single core, and it's 2016. good luck!
