Computer Boot Disk Error Need Help

So I built this new computer, and it is certainly not my first time doing a computer build. In fact its my fourth. The specific computer is fairly simple, just meant for browsing and I spent a total of 100$ ( I have lots of spare parts ).

I have the HDD plugged in and the Disk Drive as well, so when I went to set it up I was confused. I received and error " No Boot Disk Drive or Disk Error ". So like any normal person, I ripped apart the computer and tried again. I turned it on and had the windows cd in the CD Drive and was met with the same message. At this point I decided to pull out another computer and plug the cd drive and hdd in it. It worked, it booted up and I installed windows.

Even though I have cheated the system, I plugged the stuff back in the original computer and It won't read them. The bios says it will boot the HDD but every time it just puts that error up. I'm at a loss of what to do, so anything will help, Thanks.

Update: I ended up just replace the motherboard, but I would still like to find out what's the cause. I assume the motherboard (being relatively old) didn't like the newer hardware. If anyone knows what it really was I would still love to know! Thanks for the help that I have received.

Well, I installed windows on the hdd on another computer when I put it on there. There was no other hdd, so the hdd and my cd drive work. I can't figure out why this new computer is rejecting them both.

I already installed windows on this hdd, the problem is that the motherboard or something wont access it or the cd drive. I tested the sata, the sata is fine I even ran a diagnostic on the hdd in the bios which is fine. So the motherboard can see the hdd but it wont use it to boot into windows
