what is best budget build for xfx r9 380 double dissipation 4gb

An i5 plus matching motherboard.Look at sockets 1150 or more preferable 1151 (with ddr4 ram).
A minimum of 8gb of ram but higher could be nice.
A decent case.
A ~550watt psu from tiers 1+2.Some tier three can be acceptable if the other tiers are not avaoilable or out of budget.
A hdd like the seagate 1tb.The WD blue would be fine too.
About this for a budget build.

If you need to save money could you look at an i3 too,but it would not do as well as an i5.Something like the i3 6300+B150 mobo+ddr4 ram.A Z170 mobo+higher speed ram might help with a bottlneck do some say,but will make it more expensive again,would be upgradable with a "K"cpu later on though.
