GTX 1070 lower clock speeds sometimes

I have a Zotac Nvidia GTX 1070 and it seems that sometimes I get lower clock speeds in games which reduces the FPS slightly. Recently I noticed this with GTA V where it was staying at 1300 MHz when it usually reaches 1800 or so. Restarting my computer fixed this but is there anything I can do to prevent it from happening again?

Yes the GPU boosts based on power targets and temps. You can set the power target above 100%.
If you want maximum performance out of your GPU with the boost, it's better to set temps and power high and let the GPU boost itself as it wants. That's how GPU boost works with Nvidia.

The clockspeeds on these Nvidia cards are chosen by Nvidia's turbo boost. Say the card clocks up to 1800mhz, however after a while of use on a game the card gets hotter.
In Nvidia's software let's say at 80 degrees C it is regarded as too hot, so the card will clock down to say 1500mhz to try to get cooler. Eventually hitting the 1300mhz where it is optimally at it's chosen temperature. If you really need that extra MHZ you can change the max temp settings in the Nvidia control panel.
(even setting it to 90 degrees, doesn't mean your card will hit 90 degrees)

I think I fixed it by changing the power options, the thing with the temperature was I could tell it wasn't clocking all the way because it wasn't around 70*C. Do you think it was having the power options at optimal that made it do this?

I know it's been a while but I have another question. I am using afterburner OSD on games now and on Black Ops 3 the Core Clock speed changes from 1860 mHz to 1845 and back again pretty quickly, doesn't happen too frequently but I notice it a lot. Also noticing the gpu power going up and down, is this normal? Power goes from about 74-100 or so. The polling rate of Afterburner is 100ms which is what I set it to.

The core usage doesn't really show a change but it's there.

Are the core and power drops at the same time? This is usually due to a certain scene changing, or a very little thing. Like while playing a game, the card renders what you see (usually). This is always changing, so sometimes the card drops a little bit as, let's just say a certain thing in the game is easier to render.
You won't always get consistent usage and clocks over a long gaming period, to the kind of randomness in games.

I wouldn't be worried, 15mhz is a tiny drop in clocks. There would be no fps difference in that 15mhz.
As with power usage, as long as game performance isnt impacted it is perfectly fine.

Thank you very much! I did some research earlier and found that this is just part of GPU Boost 3.0. According to GPU-Z they are consistent, was just worried my psu wasn't doing things correctly. Also I was having an issue earlier where it wouldn't clock past 900mHz on anything, which was fixed by restarting but is that something to note? Usage was at 99 and power was at around 4% but clock speed wasn't up to par.
