CPU Stuck significantly lower than maximum speed

I have this recurring issue of my CPU getting stuck at much lower speeds than what is the maximum speed. A system restart always solves the problem, but I cannot identify any particular cause. My CPU's 'maximum speed' is 4.10 GHz, and usually, the speed will hover around 3.8-4.05 GHz, but sometimes, for no discernible reason, I will encounter a significant drop in performance, and upon checking task manager, the CPU always reads 1.64 GHz.

This drop in performance happens for no specific reason, it occurs in demanding games and during low-intensity browsing, and it will never return back to normal speeds until the computer is restarted.

Another possible point of interest is that one core or my CPU totals a very similar clock speed to the speed I get during a slow period.

EDIT:
I think I may have found the problem. I did a quick restart immediately aftert this post and found that my CPU runs much hotter than I thought, could someone tell me if this is the problem. While I am writing this, it fluctuated from high 70's to low 100's, averaging 88C, which I understand is very high. Is this the source of my problem?

EDIT2: With more temp testin and the likes, I think I have found the problem. What I think ahppens is that my CPU gets way too hot, then goes into power saver mode, limiting my CPU to the same 1.64 GHz, manually putting my computer power plan to power saver also sets my CPU speed to 1.64 GHz.

More than likely your problem. The CPU is throttling itself because of the temps, which should stay well below 75C. What are you using for to get the temperatures? If these are accurate readings, you will need to look at the CPU cooler to make sure it's clean, the fan is running and it's properly mounted. Also make sure you have good airflow through the case.
