Dedicated server means a systems acting as a stand alone server (one that you and your friends are connecting to). You are not also playing Minecraft, in this example, from the same system at the same time.

It sounds like your PC is acting as both server and client. Looking at your specs, your system may not be up to the task of doing both well at the same time.

I'm running the server with a batch file on my personal computer, I don't really know what you mean by dedicated server.

If your friends are lagging then its your internet, you need about 1MB/S upload per person.
If you're experiencing FPS lag, as the post above says, you need a stronger CPU, your RAM is fine for Minecraft although 16 would be ideal. Your Graphics card is a bit weak aswell. For a low cost upgrade i'd suggest the GTX 750, if you have money to spare I suggest the GTX 980 or 1080.
