As the title says should I use my money on an i5 4690k and overclock it or save up some more money and buy a xeon e3 1231 v3. I'm using my pc for mainly gaming, video streaming and a bit of photoshop here and there but nothing too serious I'm also open to other suggestions than these 2 cpu's.

There are a few questions that we need before we can recommend a CPU. If you are upgrading a system, what is your upgrade budget and what parts do you have? If you're building a new system, what's your budget and which kind of performance are you looking for? Where do you live (for pricing)?

Just grab a core i5, they're great for gaming and a little bit cheaper. There's nothing wrong with a xeon but if your main purpose is gaming, I dont really see the need for a xeon anyhow.
I don't have a budget atm as I'm earning money over the summer, I live in Ireland so it will be in euro and I'm upgrading from my pentium G3258 and going to upgrade my r9 280 but im waiting until the gtx 1060 is released to take a look at that and the non-reference versions of the rx 480. I currently have enough for the i5 4690k and about 20-40 euro more for the xeon

It depends, some H81 boards can overclock others cannot. Your H81 board SHOULD be able to overclock, but honestly I dont really see the benefit of overclocking for the money. The increased stress on your processor, the increased power draw, heat output, and price don't really entice me to overclock. If you got the non-overclockable i5 4460 or 4590, then you could save potentially $40-60 depending on your setup
Seconded. Though, if you went out of your way to buy an H81 mobo that supports ocing, it might not just be about the performance for you. OC setups almost never provide the same price/performance as non-OC setups. I do it because it's fun.

As far as a core i5 goes, there will be very little if any bottlenecks at all, since the i5 is a fantastic processor.
