CPU temperature too high with water cooling

My cpu temps are very high at 55 degrees when idle. i have water cooling and this doesnt seem to make it any better? at like 15% cpu usage its a 55 degrees. my specs are:
amd fx 8350 8 core with water cooling
gtz 960 4gb
970 mother board

i fitting a new case because i thought that was the problem with a smaller case more heat is there. i have 4 120mm fans. i took the cpu out and did thermal paste and made sure it was set well. just please help me i am getting really annoyed :( thanks <3

I would start by simply checking that your cooler is seated and mounted properly upon your cpu. I know you said you already tried this, but maybe it is an AMD specific setup needed as mentioned above (a common problem is accidentally using the wrong mount screw which won't seat the block properly), but my guess is that maybe you aren't seated well and are getting inefficient heat dispersal. This is the simplest thing to check first. Maybe just try loosening, double check your thermal compound (how it is spread on the cpu can tell you a great deal on whether it was seated properly...uneven, etc...), clean and apply new compound (always do this if you lift the block/heatsink to avoid bubbles being introduced), and remount the block to the cpu/mobo if you are sure you are using the correct mounting hardware for your cpu/mobo.

Also, do you have any of your cooling setup on controllers? You can also check to see if your fans are set high enough to disperse heat properly from your radiator. This can be done in either your BIOS or any software available by your motherboard or cooler. Do you have all the connections for the pump/block and fans complete? This is also a very simple trouble shoot: Double check all electrical connections to ensure they are connected solidly and in their proper locations. You can then double check any fan/cooling software to ensure you are set to proper fan speeds, etc.

The last thing I would try (if none of the above works) is your old cooler. Try it in your new case and see if you are still running hot. If your temps are fine then there may be a fault in your AIO cooler (bad pump, blockage, etc.) which is uncommon but possible. What is your brand of AIO and what was your prior cooling solution? I would also take a moment to ensure that your intake fans are bringing in enough air compared to your exhaust. Having higher intake than exhaust has two benefits: 1) It allows a reliable amount of cooler air to be brought in the case and increases pressure to help force hot air out the exhaust (path of least resistance), and 2) Positive air pressure has the added benefit of helping keep dust from creeping in through side panel gaps, 5.25" bay covers, etc.

hey thanks for replying in so much detail it really helps bro. when i took of the cpu it had so much thermal paste that when i pulled the cooler of it pulled the cpu of with it. when i studdyed the cpu pins some where bent causing the pc not to boot up so i bent them back and now it works. the man that fixed my pc was very bad and he said he bent some but it was working fine. i thought this was causing the heat problem. i checked the mounting instructions and i have the right ones installed. my fan set up are like you said with 3 taking in cool air and my radiator with the exhaust with a push pull set up. i was thinking about putting on the stock cooler when i have time. if it ends up being cooler then the water sytem should i get a new one ? i also dont know how to put the ower to the cpu and the fan to the cpu in the right 3 pins connecters should this be in the motherbaord booklet ?? thanks

Oof! Bent pins and gobs of thermal paste?!?! Good thing you lifted the cooler and checked! Glad to hear you are booting and functioning. Whew! Ok, so I assume you re-applied thermal paste (at a reasonable amount) and re-seated the cooler just fine, so let us consider the next things...

First, you are completely capable of fixing your own computer, so I would not bother allowing some pin bender to take your money.

Yes, the information about where to connect your cpu cooling to your motherboard should be in the pamphlet, but if it is not, it may be labelled on the motherboard itself. If you list your motherboard, we may be able to provide more specific information. If you look closely at your motherboard around your cpu socket, you should see a fan connector labelled "CPU FAN" or "CPU FAN1". If you see that, it is usually the one you want to plug your cooling into. Again, let us know your motherboard and which AIO you are using and this might help us figure out if there is an issue with the cooler setup or the cooler itself. How old is the cooler?

One thing you can try with your current setup is to turn the fans on your radiator around so that they are pulling air in rather than in an exhaust setup. This may help for it would be passing cooler ambient air over the radiator instead of the warm/hot air from your case. This may not result in great change, but it can make a difference sometimes. You might need to setup a different exhaust though, if your cooler is your only exhaust at the moment. Just a thought. Another thought...what level are your fans running at? Are they on a controller? Can you ramp them up to see if that helps?

Also, I agree with GhislainG, test your margins to get a better picture of your temp scenario. Also, I greatly appreciate the vote for solution, but I am going to remove it at this time for your issue is still unresolved.
