DRAM is at 2.2V - Computer Instantly shuts down

My PC has been shutting down instantly for the past few weeks.

I know it's not because of overheating because it will shut down 30 seconds afrer booting up sometimes. The CPU, MOBO, and PSU are all within 5 months old.

It makes a POST code before its about to shut down and when it shuts off. It makes 1 short beep which indicates that there's a DRAM refresh failure.

I cleared the CMOS which did nothing and the Windows memory check found nothing. I switched RAM around and tried cleaning dust off the fans.

I went onto Speedfan and it indicated that my DRAM is at 2.2V on the chart. 2.2 is quite high... and I'm currently trying to lower it.

My components:
AMD FX 8320 @ stock 3.5GHz, 1.5Vcore, Stock fan
Gigabyte 78lmt-usb3 Mobo
500GB Seagate HDD
2TB Seagate HDD
EVGA 600B PSU
GT 740 FTW
2x 4GB 2Rx8 hynix RAM

I'm unable to lower the voltage on the FX 8320. The Mobo only allows for 1.5~1.9V.

I'm thinking it's possible for the PSU to have an issue, but not sure how I would test it.

Also, the DRAM shouldn't be at 2.2V and I'm having a hard time finding it in BIOS because the Gigabyte BIOS is not user friendly...

I have a Gigabyte 78lmt-usb3 Mobo and an AMD FX 8320 CPU.

I need help with lowering the DRAM voltage and lowering the clock on the CPU.

I checked speedfan. It said the DRAM is at 2.2v which is way too high, and I've also heard the 8320 overheats, so I'd like to lower the clock on it.
