Newly built PC refuses to boot Windows through any means

Weird problem going on with a new computer build.

I work in video and needed a decent system for my home office and my roommate put it together for me. Worked for about 2 weeks with light editing in Premiere, then got constant blue screens out of the blue - alternating between 0xc00000e9 and UNEXPECTED_KERNEL_MODE_TRAP.

A few hours later, it went to a blue screen, restarted automatically and entered a continual "Preparing Automatic Repair" loop where it the PC would starts, load into this screen, hang there for 10 seconds or so, then restart and do it again.

Thought I could just reinstall Windows. Nope. We tried booting from the BIOS via USB, changing the boot order and making sure everything was seemingly working in the BIOS menus. When we tried booting from a USB, it goes to the blue Windows logo (without the spinning loading icon), hangs for another 10-15 seconds and restarts again.

We've spent a few days on it, making sure everything is connected properly. Windows will not boot from a USB nor the SSDs I had installed and continually loops from the blue Windows logo whenever try to load from a USB or continually loops in the Preparing Automatic Repair when we try to boot from the SSD.

Nearly at wit's end here - any suggestions would be appreciated. Parts list:
