So I'm building my first computer and I'm looking to put an RX 480 in it in the future when they become available, they're all out of stock at the moment, i currently have all my parts except my Motherboard and the GPU. Anyway i was looking at the GIGABYTE GA-78LMT-USB3 and noticed it had integrated graphics and i was wondering if i could get this motherboard and go ahead and build my computer and use it for surfing the web, streaming videos, skyping etc. using the integrated graphics and just install my RX 480 later when they become available. So ill be running without dedicated graphics for a little while, is this okay?

Solution
Absolutely. That is what the iGPU is for. When I assemble a new build, I always start with just the iGPU (if available) to get the system set up and so forth before installing a gfx card.

One caveat however. Your board has integrated graphics build in, so no problem. But some boards just have the ports built in. They depend on the CPU's on-chip iGPU to provide the video. But in your case, you are good to go.
