GTX 1080 low load and low fps.

In some games I've been playing e.g. gta v and Minecraft my gtx 1080 (eGPU) is at less than 50% load and my fps is less than 30. My cpu utilisation never goes over 50% when I play games, (usually) only 6gb of my installed 12 gb of RAM is used and I'm using an ssd so my disk usage should not be a problem. I've noticed that resource manager says my 'commit charge' is quite high. And I had (+200 MHz core clock, 5% overvolt) 40 fps in witcher 3 ultra 4k when I started the game (in velen) and I get 15-30 now (in novigrad) . I had this problem with my old gtx 970 aswell.

Which CPU do you have? A CPU doesn't have to reach 100% load to be a bottleneck for a video card.

You have a laptop CPU in a desktop? Or are you using a external dock to connect the video card to a laptop? Either way it seems this processor could have potential to bottleneck either GPU do to its low clock speed. Not to mention that The Witcher 3 and GTA V are VERY demanding on CPU from videos i have seen, at times my I7 4790k can bottleneck my GTX 1070 in GTA V.

? I just tried running witcher 3 1080p ultra and got 60 fps while the cpu was at 2.57 GHz. It doesn't seem to be boosting up to 3.6GHz... Should I try to manually force a clock speed?
