What would be a good and reliable PSU for a nvidia gtx 1070 GPU

I'd likely answer yes to all 4 questions ... you want to choose a specific model line with a quality and performance to match your goals.
If looking to get that last few MHZ out of your CPU / GPU, Id look for something great ... some pretty good over clocking, I'd get something very good ... moderate overclocking, then I'd look for something decent.
If just looking for a moderate boost in GPU / CPU OCs or stock, I'd grab a S12 / M12 from Seasonic... tho, if you want to be able to extend system life another 18 to 24 months at some point by adding a 2nd 1070 in SLI, I'd get a EVGA B2 750 . The Seasonic is built on their GB bronze platform and the following PSUs are virtual clones of the S12 if ya can find them cheaper
