Built computer-installing os - booted from wrong place and can't reverse

I have windows 7 ultimate 64-bit OEM on a bootable usb. I used microsofts download tool but it wouldn't format it in FAT32 so I used Rufus. Anyway, I forgot to set boot priority to the usb drive and it booted from the external drive I hooked up that still had dell repair/reinstall disc for my other computer. A WINDOWS IS LOADINGFILES message came up, than a dialog box where you pick English or whatever but you can't do anything in that box. Can't get a cursor or keyboard to work and can't close it. That's when I figured out what I did. I have gone in and set the boot priority to the usb drive but it still brings up the windows screen that doesn't do anything. I cannot get it to boot from the bootable windows 7 usb drive. the UEFI USB and non-UEFI USB are priority one and 2 and the ssd is number 3 and I unhooked the hdd so it wouldn't store the os there. What can I do?

If you have a UEFI system, you probably need to turn off secure boot. Even some PCs simply won't boot from a flash drive; I have one like that myself. I see so many problems from folks trying to boot from flash drives when for years everybody booted from DVDs and didn't have these problems - food for thought.

but the os is on the usb not the hdd. I even put the oem OS on a dvd and it still gets stuck. keyboard and mouse become inoperable. Here a pic of the screen - whoops guess I can download the pic.
