OS "shuts down" without the tower shutting down

Ok so I'm not sure what section to place this is, I figured this might be best

I turned on my computer from hibernation, I usually hibernate instead of shut down. A few minutes later, it froze entirely so I restarted using the dedicated restart button on my tower instead of powershutting. The tower power stayed on like normal, but the BIOS didn't load, leaving the screens black. I heard something faintly click every few seconds, powershut in a panic, then turned it back on. It turned back on, then a minute or two after it finished loading windows, it sent itself back to how it was directly after the first restart, shutting off the mouse and keyboard with it, so I know the system was down. I turned it on again, and now it's working normally. Any ideas on what caused this?

I've had this happen a handful of times over the years and each time it was a precursor to a power supply failure. Some of the failures were soon after but some didn't happen for many months.
