MSI gtx 1070 armor low fps issue

Hey guys, I got my 1070 2days ago and started to test the fps with it. The result I can say is kind of weird. In Gta V and Watch Dogs, no matter how low I turn the settings, I am getting about 45-50 in most of the areas which are not satisfying for sure.
However, in witcher 3, even with hairworks on and everything set to ultra, I still get an average of 60-70 fps which I think is ok. Does any of you share the same problem? If so, any way to solve that?

Also, here's my spec.
i5-4590
ddr3 8gb 1600 mhz ram
550W antec power supply.

If anyone would share any opinion oh this topic, you are much appreciated. Thank you.

P.S: I notice the GPU usage is about 40-70% in both gta v and watchdogs. Is that causing the issue?

cpu, bottleneck, exact same issue with me, in the witcher 3 go into a city where the cpu is needed more and you'll hit the low 50s high 40s in the fps range. Even the i5 6600k has a small bottleneck on the 1070, you'll need a i7 now, thats what im gonna upgrade too soon

I thought the i5 4590 is good enough for the gtx 1070 since I saw some threads asking about the combo. However, it does look like the CPU is bottlenecking the GPU right now. I am guessing the only solution is to get a i7.

yeah i was tolfd the same, that my 3570k should be fine, but after a bit more research nearly every single game since the release of the new consoles utilises 8 threads, so the i5's aren't as good for gaming as they once was
