PC wont POST after installing new PCI -Express LAN card!

I just installed a new PCI express lan card( techo tech card don't have the exact model no. right now) as my old one got fried in a lightning storm. But now the PC does not even POST . The fans an lights come on but no post or boot. The PC works fine with the new card removed. I did try doing something crazy like plugging in the card while I have booted into Windows but the PC powers down immediately. There are 2 PCI-Express 1x slots tried on both with no avail.
Mobo:ECS H61H2-M2
CPU: Intel G620
RAM:2gb corsair
HDD : Segate 500 gb
OS : Windows 8.1 x64

Tried the lan card in the pcie x16 slot as well?

Could just be an incompatibility with your board and the new card.Lightning maybe,but with that would you expect just the one occupied slot being ruined or the whole motherboard,but with the pc running without the new card do i not think this is the case,but can be wrong nonetheless.

Update: I tried the lan card on another PC and it works fine...... So are the PCI-E ports of the other PC shot? The old lan card got fried by lightning , so could it have damaged the ports along with it?

Let me try tinkering with the bios, maybe that can help . Nothing about mobo compatibility is mentioned in the packaging and lightning frying the ports that was just me thinking about a worst case scenario. The PC has no other problems . Will try in pcie x16 and post an update soon.

Vic 40 thanks a lot man. Looks like my PCI-E x1 slots are indeed fried. PC worked fine after installing the card in the PCI-E x16 port . I had to do no changes to the bios settings. Thanks again man :) :) :)
