I am not good at things when it comes to PC Part Choosing

And when a budget is Given it makes it even more Hard

I want something that can make me run Newer and Upcoming games at Ultra at 1080p

Thats why I am going Atleast for a GTX 1070 Graphics Card and Atleast a Core i5 6600k

Budget : $1400
Target Resolution : 1080p
Game Settings : Ultra at Constant 60 Fps Or More
Atleast Should've : GTX 1070

Also i dont want to have Shuttering in games and I want a Smooth optimal gaming experience.

So I dont want Low ram that will cause shuttering.

And I want an SSD for my OS and a HDD for Storage

Extra Notes :

The budget is only for the Main Rig itself

Peripherals such as Keyboard,Mouse,Monitor,Headset will be bought with a separate budget.

I think you missed this part:

Peripherals such as Keyboard,Mouse,Monitor,Headset will be bought with a separate budget.

I wouldn't worry about buying an expensive keyboard, headset, and mouse at first, you can add those things in later. For now concentrate on buying the best tower and monitor you can afford, everything else comes after that.

For $1400 not including monitor here's what I would go for:

CPU: Intel Core i7-6700K 4.0GHz Quad-Core Processor ($344.99 @ Amazon)
CPU Cooler: CRYORIG H5 Universal 65.0 CFM CPU Cooler ($46.99 @...

I know you said no monitor, but, if you want "a Smooth optimal gaming experience" you really should be getting into G-Sync. And the budget allows.

Even better, if you can go $70 over budget, you should be getting a 27" 1440p monitor with G-Sync as the 1070 can handle it:

Worth it? Hell, yes!

EDIT: Conversly, you could state a budget for the rig + monitor so i can optimize better.
