Internet won't load!

On my desktop PC it says I have internet access, but no webpages will load at all and I get a popup error saying the following pages are unresponsive. I can connect on any other device. I've already cleared cookies/cache and restarted the computer. I really don't know what do and all the other threads I saw didn't have answers for me. What can I do and what might be wrong?

Try turning off your router for a minute. If you have a modem and a router connected to it, turn off both for a minute, then start the modem and wait for all the lights to come on, then turn on the router.

Nope I haven't, and everything was working fine before. I thought maybe turning my computer off and unplugging it then plugging it again might help, but I'm not sure if that will cause any harm?
