I have a budget of exactly $1020, and am wondering what is the best all-round gaming, rendering and editing pc (which I will use for YouTube) I can get for this budget?

Both of the above builds look great, here's another option I'm just throwing out there which should also be good. It is last gen components but they are at good prices so you're getting similar performance give or take 5-10% but its a lot cheaper.
